The Arcturians are a very advanced benevolent race of aliens from the Pleiades Constellation according to the web.

2. The ascension seat on Commander Ashtar's ship.
This is referring to the Ashtar Command from the Galactic Federation of Light. These beings are reported to be powerful protectors against The Greys and other malevolent Species towards humans.
